Encroachment Permits in the City of San Luis Obispo are required for any work done in the public Right-of-Way.

A public Right-of-Way is an area, such as a street, sidewalk, or alley, that the public has the right to use and the City is responsible for maintaining. The Engineering Development Review division within Community Development handles these permits, but they also work with other City divisions and departments during the process. Use the information and links below to learn what you need in order to apply for an encroachment permit and to submit your application.

Please email encroachment@slocity.org or call (805) 781-7111 for assistance or clarification of any requirement listed below.

Applicants are required to submit a Temporary Traffic Control Application and a complete Traffic Control Plan with all Encroachment Permit applications.

While a project-specific temporary traffic control plan is preferred, and may be required for certain projects, see City Engineering Standards Appendix G for example traffic control figures that may be used for typical applications.

Applicants should expect traffic control review to take 3-6 weeks, depending on the size and complexity of the application and proposed traffic control.

Contact City Transportation Engineering Division at traffic@slocity.org for clarification or assistance on any traffic control items.
