Low Income Assistance

The City offers a Low Income Assistance program for its utility bills. This assistance, once approved, will reduce the customer’s bill by 15%.* To become eligible for this assistance, a customer must show that they are currently receiving benefit from one or more of the following assistance programs:**

  1. Temporary Assistance for Needy Families (TANF/CalWORKS)aka Welfare
  2. Cal Fresh (Food Stamps)
  3. Supplemental Social Security Income
  4. Veteran Survivor Pension Benefits 

* Bill reduction is not retroactive and will only apply to bills from the approval date forward. Fees and penalties applied to accounts with low income assistance are not adjusted and are charged at the same rates as a standard account.

** Documentation of receipt of benefit must show the customer’s name as the individual receiving said benefit, and show the utility service address as the mailing address for the customer. Eligibility is renewed annually.

Payment Assistance

For those who are not eligible for the City’s Low Income Assistance program, but need assistance with a high bill,* there are are several charities that may offer assistance with utilities-related expenses.**

* If the high bill is the result of a leak, the Utility Billing Adjustment Committee may be able to help.
** These organizations award assistance on their own terms and are not affiliated with the City. Customers are responsible for all fees and penalties with regard to account delinquency and termination.

Water Efficiency Assistance

The City of San Luis Obispo provides its customers with free information and water audit services to help control water usage and lower the cost of their bills. Click here to request a water audit.

If you have discovered a leak(s) and have made the necessary repairs, or have had an unusual event that has caused higher than normal water use, the Utility Billing Adjustment Committee may review your account for a possible adjustment.
