Project Update

On Tuesday, February 17, 2026 a final public input opportunity was held with the City Council. At the meeting, the project design was approved and the project was authorized to solicit for construction bids.  The video of the City Council hearing is available for viewing on the  Agenda Past Meetings page.

The Higuera Complete Streets Project will provide corridor wide improvements for all users of the road including important enhancements to the north/south and east/west connections to local schools, businesses, parks, community services, the downtown, and residences. The project is identified as a high priority in the Active Transportation Plan.


A public input opportunity was held on Tuesday, February 4, 2025 during a City Council Study Session. The video, agenda and staff report for the meeting are available here.

A public meeting of the Active Transportation Committee to provide recommendations to guide final designs of the project took place on Thursday, May 16, 2024. Click here to  view the meeting video.

Design Elements

  • Improve pedestrian crossings and accessibility including 74 curb ramps and 45 upgraded or new crosswalks
  • Improved pavement quality and refreshed striping for all road users
  • New center turn lanes and upgraded traffic signals for motor vehicles
  • Protected bike lanes and other bicycle enhancements
  • Improved access to transit stops
  • Neighborhood greenway connections to Hawthorne Elementary School and Broad Street

Traffic Operations Considerations

 Traffic operations analyses are generally conducted for transportation projects when they change the number of vehicle lanes and/or modify traffic signal timings. If vehicle lanes and signal timings stay the same, then a transportation project will usually have a negligible effect on vehicle delay and queuing. The Higuera Complete Street project will include the following changes, as highlighted by the map below:

  • Madonna Road Intersection: One existing northbound through lane will change to a dedicated left-turn lane
  • Roadway Reconfiguration: A segment of Higuera from Bridge St to Margarita Ave will be changed to one lane in each direction plus a center turn lane or median

A traffic engineering consultant evaluated the project’s effects on transportation operations considering traffic volumes today, in the near-term (including full buildout of San Luis Ranch, Avila Ranch, and Froom Ranch developments), and in the long-term (including all development in the City’s General Plan, also called “cumulative” conditions). The evaluation found that these locations will be consistent with the City’s policies for vehicle operations (delay and queuing) under the proposed changes.
