Community members impacted by homelessness are invited to take an online survey by September 30, 2026, to provide feedback on homelessness response efforts in the City of San Luis Obispo.

The City of San Luis Obispo’s Homelessness Response Team in the Community Development Department is conducting its bi-annual online survey and asking for community input to shape updates to the City’s 2027-2031 Homelessness Response Strategic Plan.

“Homelessness is a complex issue that requires collaboration across our entire community,” said Daisy Wiberg, Homelessness Response Manager for the City’s Community Development Department. “We are asking residents to share meaningful input and help us prioritize the resources and strategies they believe will make the greatest impact.”

Survey responses will inform updates to the Homelessness Response Strategic Plan, originally adopted by the City Council in March 2023. The current plan guides work taking place between 2024 and 2026 and focuses on five key areas aligned with the Countywide Plan to Address Homelessness:

1. Regional Collaboration & Engagement
2. Communications
3. Data
4. Pilot Programs and
5. Funding Opportunities

City staff reports on the progress of the Homelessness Response Strategic Plan objectives, key tasks, and outcome measures annually and the update to the City’s strategic plan will be presented to City Council and the community in the Spring of 2027.

“While we see many opportunities to strengthen our homelessness response efforts to make a positive impact in our community, we do not have the capacity to implement them all simultaneously,” Wiberg said. “This survey will help us better understand community priorities so that we can improve our efforts to prevent and reduce homelessness in San Luis Obispo.”

The City’s Homelessness Response Strategic Plan was developed in alignment with the San Luis Obispo Countywide Plan to Address Homelessness, which outlines six key lines of effort to address homelessness in SLO County. Since the City does not receive direct funding from the State of California to provide homeless services and programs – the Homelessness Response Strategic Plan focuses on the City’s role as a connector to countywide services, an advocate for improved programs, and a partner in innovating localized strategies to address service and resource gaps.
