The San Luis Obispo City Council met on Tuesday, November 18, 2025, and made decisions about wildfire safety and fire spread prevention, infrastructure and sustainable transportation, and more!
The Mayor presented a proclamation declaring the third week of November (Nov. 16 - 22, 2025) as Restorative Justice Week and recognized local nonprofit Restorative Partners for transforming lives impacted by crime through healing services and relationships.
The Mayor also presented a proclamation declaring November 20, 2025 as Transgender Day of Remembrance, honoring lives tragically lost to anti-transgender violence and reaffirming the City’s unwavering commitment to ensuring that every person can live openly, safe, and free from fear or prejudice.
The Council also received a brief report from City Manager Whitney McDonald on city services, programs and projects, including a sneak peek at the upcoming Buy Local Bonus program, FREE holiday trolley rides, and FREE parking for the holidays in downtown garages – all of which begin next weekend.
Consent Agenda Highlights
Council approved all items on the Consent Agenda, including:
Creating a new Capital Improvement Project that would improve SLO Transit and further enhance mobility, restore bus ridership, and improve transit technology by replacing the current system with an Open-Loop Payment System. The City will seek grant funding to help cover the costs of this project.
Local Regulations Updated to Make Buildings Safer, More Energy-Efficient The City Council agreed to update San Luis Obispo’s building and fire safety rules to align with new state standards and better address local wildfire risk, meaning new construction and remodels will now follow modern fire-resistant building and defensible-space requirements. The Council also supported modifying local energy rules that require certain larger home remodels to include simple, cost-effective efficiency upgrades. Together, these changes will make buildings safer and more energy-efficient, while giving property owners clear, predictable rules for building and remodeling in San Luis Obispo. This decision came after the public study session on Oct. 7 discussing fire safety standards for properties in San Luis Obispo. The City will also have a future public hearing updating local tree removal regulations to support defensible space requirements, a study session on the prohibition of subdivisions in Very High Fire Hazard Severity Zones, and a public hearing on additional energy efficiency requirements. The City will also continue to monitor state programs, like those that may be established with new laws like AB 888, that could provide financial assistance to homeowners that want to make their properties more fire safe.

The next City Council will hold a special meeting on Tuesday, December 2, 2025, at 5:30 p.m. in the Council Chambers at City Hall.
