The San Luis Obispo City Council met on Tuesday, October 28, 2025. Below are highlights from the meeting. Review the full meeting video recording and agenda with attachments.
Presentation: Cal Poly staff presented information about student and faculty/staff housing, enrollment, and the university’s plans to transition to year-round operations.
Study Session: Renter Protections for Safe and Stable Rental Housing
As part of its initiatives around housing and neighborhood livability, the City Council held a special session to study rental housing and renter protections in San Luis Obispo, including existing protections. City staff shared feedback from local renters and landlords; statistics and data about housing stock, rental housing, and local demographics; and details about various renter protections, including eviction protections, rent stabilization, fee and security deposit limits, and specific protections for mobile home renters. Staff also provided information about potential policies and programs that could be implemented by the City to supplement existing protections. Following the presentation, the Council heard public comment and directed staff to return with an ordinance to remove the long-term lease exemptions from the Mobile Home Park Rent Stabilization ordinance; present more information about rental registries at a City Council meeting in February 2026; develop a strategic plan for the City’s Safe Housing Program; and conduct more research on unmet needs for rapid rehousing funds, smoke-free housing policies, and the number of units in SLO with immediate health and safety issues.
