Building
Application Stormwater Elements:
If you are applying
for a building permit be sure to review the following
documents which should help guide you through the water
quality element of the building application process
successfully!

Projects less than 1 acre in
size: For projects that are less than 1
acre in size and were not originally
part of a larger plan of development that required a
Stormwater Pollution Prevention Plan (SWPPP), then
include the attached Water Pollution Control Plan
along with your building application plan set.

Water Pollution Control

Acre." Be sure to complete this template,
sign it and submit it along with your building
application plan set.

Public Works Minor
Right of Way Encroachment Projects:
Some Public Works Projects within the public right
of way will require a State submitted Stormwater
Pollution Prevention Plan (SWPPP), other projects
may require a Caltrans Plan and lastly some will
just require a City approved Water Pollution Control
Plan (WPCP). To determine whether the project in
question will require a State submitted Stormwater
Pollution Prevention Plan (SWPPP), a Caltrans
approved Plan or a City approved Water Pollution

Conveyance System Agreement -

Obispo’s “Standard Private Stormwater Conveyance
System Agreement.” The agreement shall be
submitted when a project approval requires
either or both a low impact development element and
/or the inclusion of a private storm water
conveyance system (i.e. culverts, storm drains,
parking lot clarifier and/or etcetera) on the
project site. The Agreement must be completed in
its entirety and recorded with the County Recorder
prior to the issuance of a building permit.
