What are San Luis Obispo’s housing
needs?
Each jurisdiction in the County receives its share of the region’s total
housing need according to income levels. Although this allocation
process is a State requirement, San Luis Obispo will decide how and
where new housing will occur.
What will the Housing Element update include?
Housing Needs Assessment
– identifies existing and projected needs for housing according to
income level and considering special needs groups.
Site Inventory and Analysis
– includes a detailed list of property available for new housing with
characteristics such as zoning, general plan designation, parcel size,
existing uses, environmental constraints, and suitability. Essentially,
this is where the City must demonstrate that an adequate number of
developable sites are appropriately zoned to meet San Luis Obispo’s
housing needs.
Analysis on Housing Constraints
– identifies land use controls affecting housing production, such as
zoning regulations, application fees and development exactions, permit
processing procedures and timelines, as well as building codes.
Housing Programs
– includes programs that help identify sites, assist in the development
of workforce housing, conserve and improve the existing affordable
housing supply, promote equal housing opportunity, and preserve units at
risk for conversion.
Quantified Objectives
– provides an estimate of housing units by income level that can be
constructed, rehabilitated, and conserved through the year 2014.
