Planning Commission Meeting Update

December 16, 2013                  Monday                             6:00 p.m.

CALL TO ORDER/PLEDGE OF ALLEGIANCE 

ROLL CALL:      Commissioners John Fowler, Ronald Malak, Michael Multari, William Riggs, Charles Stevenson, Vice-Chairperson John Larson, and Chairperson Michael Draze

ACCEPTANCE OF AGENDA: The agenda was accepted as presented.

PUBLIC COMMENT:  There were no comments made from the public.

PUBLIC HEARINGS:

1.     Citywide.  GPI/ER 15-12:  Land Use and Circulation Elements update.  Continued hearing to review Task Force draft of proposed updates to the Land Use Element.

RECOMMENDATION:  Review the TF-LUCE recommended changes to the Land Use Element and provide input and recommendations for consideration by the City Council.

ACTION:  After discussion and input by the Commission, it was moved by Comm. Riggs, and seconded by Comm. Malak, to approve the Task Force zoning recommendations for the Cal Fire and Bella Montana properties (7:0).

ACTION:  After discussion and input by the Commission, it was moved by Comm. Larson, and seconded by Comm. Multari, to add “No stand-alone conference center is envisioned.” to the end of 8.3.3.2.6 for the Upper Monterey area (7:0).

ACTION:  It was moved by Comm. Larson, and seconded by Comm. Riggs, to approve language as proposed by the Task Force on policy L of 6.2.7 Hillside Planning Areas Luneta Drive (6:0, Multari recused).

ACTION:  It was moved by Comm. Riggs, and seconded by Comm. Malak, to approve a Resolution forwarding the Land Use Element Policy and Program Revisions and Additions for City Council consideration to be considered through the EIR process (GPI 15-12) (7:0).

ACTION:  Moved by Vice-Chair Larson, and seconded by Comm. Fowler, that the Planning Commission acknowledges that the Introduction and Background language was not reviewed but that this section does not affect the environmental review; therefore, the Commission wants to forward the draft element to the Council with the understanding that this section will be reviewed and edited in the future (7:0).

2.     Citywide.  GPI/ER 15-12:  Land Use and Circulation Elements update. Hearing to review Task Force draft of Circulation Element of the General Plan.  Project includes introduction of Multi-Modal level of service policies in addition to updates and changes to city-wide circulation policies; City of San Luis Obispo, applicant.  (Kim Murry)

RECOMMENDATION:  Review the TF-LUCE recommended changes to the Circulation Element and provide input and recommendations for consideration by the City Council.

ACTION:  After Commission discussion and deliberation, it was moved by Comm. Riggs, and seconded by Comm. Malak, to approve a Resolution forwarding the Land Use Element Policy and Program Revisions and Additions for City Council consideration to be considered through the EIR process (GPI 15-12) (7:0).

COMMENT AND DISCUSSION:

3.     Staff

a.  Agenda Forecast: Staff provided the agenda forecast for upcoming meetings.

4.     Commission: Comm. Malak thanked Comm. Multari, Task Force Chairperson Eric Meyer, and staff for work on the LUCE update.

ADJOURNMENT:  The meeting was adjourned at 9:17 p.m.
