Planning Commission Meeting Update

December 14, 2011                  Wednesday                             6:00 p.m.

CALL TO ORDER/PLEDGE OF ALLEGIANCE 

ROLL CALL:      Commissioners Michael Draze, John Larson, Eric Meyer, Airlin Singewald, Charles Stevenson, Vice-Chairperson Mary Whittlesey, and Chairperson Michael Multari

Commissioner Larson arrived at 6:13 p.m.

ACCEPTANCE OF AGENDA: 

MINUTES:  Minutes of November 9, 2011, were approved as amended. 

PUBLIC COMMENT:  None. 

PUBLIC HEARINGS:

1.    City-Wide.  GPA 77-10:  Amendments to the Safety Element of the General Plan to update the fire hazard map and revise the text to be consistent with State Fire Standards; City of San Luis Obispo – Community Development Department, applicant.  (Continued from October 12, 2011, meeting)  (Phil Dunsmore)

RECOMMENDATION:  Continue the item to February 8, 2012, at 6 p.m. 

ACTION:  Moved by Draze/Meyer to continue the item to February 8, 2012, at 6 p.m. (7:0). 

2.     1247 Vista Del Lago.  AP-PC 2-11:  Appeal of Administrative Hearing decision to revoke home occupation permit (piano lessons); R-1-PD zone; Deborah Marcus, appellant and applicant.  (Brian Leveille) 

RECOMMENDATION:  Adopt a resolution denying the appeal and upholding the hearing officer's decision to revoke the home occupation permit. 

ACTION:  Moved by Stevenson/Meyer to deny the appeal without prejudice with direction to require a professional acoustical report to ensure compliance with interior sound levels specified in the Noise Ordinance should the appellant re-apply for a home occupation (5:1:1 Whittlesey recused; Singewald No). 

3.     955 Morro Street; 847, 861, 863, and 877 Palm Street.  GPC 30-09:  General Plan Conformity determination for the sale and purchase of property related to the Chinatown Project; C-D-H zone; City of San Luis Obispo, applicant.  (Pam Ricci)

RECOMMENDATION:  Adopt a resolution determining and reporting to the City Council that the proposed property transactions associated with the Chinatown project are in conformance with the General Plan.

ACTION:  Moved by Draze/Stevenson to adopt a revised resolution determining and reporting to the City Council that the proposed property transactions associated with the Chinatown project are in conformance with the General Plan. (7:0).

4.     2877 S. Higuera Street.  GPC 104-11:  General Plan Conformity for open space easement acquisition; C/OS-40 zone; City of San Luis Obispo, applicant.  (Neil Havlik) 

RECOMMENDATION:  Adopt a resolution determining and reporting to the City Council that the proposed easement acquisition for the Foster/Spangler property is in conformance with the General Plan. 

ACTION:  Moved by Whittlesey/Meyer to adopt a revised resolution determining and reporting to the City Council that the proposed easement acquisition for the Foster/Spangler property is in conformance with the General Plan (7:0). 

COMMENT AND DISCUSSION: 

5.    Staff 

a.  Agenda Forecast – Staff informed the Commission that January agendas are open and encouraged the Commission to bring forward ideas for training or workshop sessions. 

6.    Commission 

Commissioner Stevenson recognized City Attorney Christine Dietrick for being named one of the area's “Top 20 Under 40” by the Tribune.

Commissioner Meyer provided information regarding the Palm-Nipomo Parking structure task force meeting and updated the Commission regarding the environmental determination that will be discussed by Council on January 3, 2012.

All Commissioners expressed their appreciation for Vice-Chair Whittlesey's service on the Commission.  Whittlesey is moving out of the City and this was her last meeting serving on the Commission. 

ADJOURNMENT – Meeting adjourned at 8:40 p.m.
