Planning Commission Meeting Update

November 28, 2012                  Wednesday                             6:00 p.m.

CALL TO ORDER/PLEDGE OF ALLEGIANCE

ROLL CALL:      Commissioners John Fowler, John Larson, Michael Multari, Airlin Singewald, Charles Stevenson, Vice-Chairperson Eric Meyer, and Chairperson Michael Draze

                       Commissioner Multari was absent.

ACCEPTANCE OF AGENDA:

MINUTES:  Minutes of November 14, 2012, were approved as modified.

PUBLIC COMMENT:  Connor Hastings requested the City establish green recreational space in the Downtown and suggested that the concrete in Mission Plaza could be converted to grass.

PUBLIC HEARINGS:

1.     City-Wide.  GPI 49-06:  Review the Draft South Broad Street Area Plan; City of San Luis Obispo – Community Development Department, applicant. (James David)

RECOMMENDATION:  Review the draft South Broad Street Area Plan, provide comments and direction as appropriate and recommend the Council include the plan in the preferred alternative of the Land Use and Circulation Elements update.

ACTION:  Moved by Meyer/Stevenson to address changes to the plan provided by the Commission and to recommend the Council include the plan in the preferred alternative of the Land Use and Circulation Elements update (5:0 Multari absent and Singewald recused).

ACTION:  Moved by Stevenson/Fowler to recommend the City Council fund preparation of an infrastructure financing plan as part of the South Broad Street Corridor Plan (5:0 Multari absent and Singewald recused).

COMMENT AND DISCUSSION:

2.     Staff

a.  Agenda Forecast – Staff provided an agenda forecast for January 9th.  December meeting will be cancelled.  Staff announced the upcoming community workshop on December 1st at the City-County Library, 1 p.m. for the Land Use and Circulation Elements update.

b.  Advisory Body Budget Goals – Consolidated.  The Planning Commission adopted revised goals to include in the 2013-2015 Financial Plan.

3.     Commission

ADJOURNMENT – Meeting adjourned at 8:00 p.m.
