Planning Commission Meeting Update

CALL TO ORDER/PLEDGE OF ALLEGIANCE 

ROLL CALL:      Commissioners Charles Stevenson, John Ashbaugh, Peter Brown, Andrew Carter, Jason McCoy, Vice Chairperson Carlyn Christianson, and Chairperson  Andrea Miller 

Commissioner Stevenson was absent. 

ACCEPTANCE OF AGENDA: Commissioners or staff may modify the order of items. 

The agenda was accepted as written. 

MINUTES:  Minutes of October 11, 2006.  Approve or amend. 

The minutes were approved as submitted. 

PUBLIC HEARINGS: 

1.        300 Lawrence Drive.  TR, PD and ER 82-05 (SLO Tract 2723);  Consideration of a vesting tentative tract map creating 12 single-family lots and one open space lot with exceptions to density standards; PD rezoning to allow exceptions to density standards, and environmental review; R-1 zone; Total Development Company, applicant.  (Tyler Corey) 

On a 5:1 vote (Commr. Stevenson absent and Commr. Miller voting no), the Planning Commission voted to recommend to the City Council denial of application TR/PD/ER 82-05 and recommend to the applicant to redesign the project consistent with the General Plan.  Significant public comment was received regarding the project in the form of both letters and public testimony.  Sixteen letters were received and entered into the public record and 19 members of the public spoke on the item citing project inconsistencies with the General Plan and Plan Development rezone requirements of the Zoning Regulations.  Other public comment included concerns relating to the proposed exceptions to density standards, destruction of open space resources, and grading, drainage, traffic, access and parking impacts to the site and surrounding neighborhood.  Planning Commission discussion focused on the project’s inconsistency with the General Plan and Planned Development rezone requirements, as well as incompleteness and need for significant design modifications.

The meeting adjourned at 10:40 p.m. to the next regular meeting of the Planning Commission scheduled for Wednesday, November 15, 2006, at 7:00 p.m. in the Council Chamber of City Hall, 990 Palm Street.
