Planning Commission Meeting Update

October 24, 2012                  Wednesday                             6:00 p.m.

CALL TO ORDER/PLEDGE OF ALLEGIANCE

ROLL CALL:      Commissioners John Fowler, John Larson, Michael Multari, Charles Stevenson, Vice-Chairperson Eric Meyer, and Chairperson Michael Draze

                             Commissioner Singewald was absent.

ACCEPTANCE OF AGENDA:  Accepted as presented.

MINUTES:  Minutes of October 10, 2012, were approved as presented.

PUBLIC COMMENT:  None

PUBLIC HEARINGS:  There were no public hearing items on this agenda.

COMMENT AND DISCUSSION:

1.    Staff

a.  Agenda Forecast – Doug Davidson provided the agenda forecast.

b.  Budget Workshop – Goal Setting

Doug Davidson presented the staff report outlining the budget goal-setting process.  The Commission reviewed their 2011-13 Financial Plan goals and agreed on the following goals for the 2013-15 Budget: 

·    Provide a high priority to non auto-related transportation improvements

·    Implement the Economic Development Strategic Plan, including an attention to retail uses in the downtown

·    Maintain a sustainable City budget and level of services by focusing on infrastructure maintenance, new revenue sources, and Measure Y funding

·    Implementation of the Housing Element with emphasis on affordable housing   programs and homeless services.

·    Implementation of the updated Land Use and Circulation Element high-priority programs as early as possible.

2.      Commission

Chairman Draze attended the Mayor's Quarterly Luncheon and shared that they discussed how to increase participation at Advisory Body meetings.  He also suggested that Michael Codron, Assistant City Manager, share his presentation on homeless services some time when the Commission has a light agenda.

Commissioner Stevenson talked about some sessions from the recently-concluded APA conference, specifically what he learned of the economic benefits and GIS capabilities of Way-Finding programs.

Vice-Chair Meyer shared a recent experience at Cal Poly's Science Club with students and their visions of the future.

ADJOURNMENT:  Meeting adjourned at 7:30 p.m.
