Planning Commission Meeting Update

October 23, 2013                  Wednesday                             6:00 p.m.

CALL TO ORDER/PLEDGE OF ALLEGIANCE

ROLL CALL:      Commissioners John Fowler, Michael Multari, William Riggs, Vice-Chairperson John Larson, and Chairperson Michael Draze

                       Commissioners Malak and Stevenson were absent.

ACCEPTANCE OF AGENDA: Accepted as presented

MINUTES:  Minutes of October 9, 2013, were approved as amended.

PUBLIC COMMENT:

1) Dave Hannings stated that residents should get more than 3 minutes to speak at public hearings.

2) Bryan Ridley presented information on a parklet at 980 Monterey

PUBLIC HEARINGS:

1.     667 and 679 Monterey Street.  U 43-11:  Review of a mixed-use project with 23 residential units and 24,100 square feet of commercial space including a 12-unit bed and breakfast inn and restaurant pad and review of Mitigated Negative Declaration; C-D-H zone; Michael Hodge, applicant.  (Brian Leveille)

RECOMMENDATION:  Adopt the resolution (Attachment 1) which approves the use permit and recommends the Council grant final approval to the project, and adopt the Mitigated Negative Declaration of Environmental Impact.

ACTION:  Moved by Commissioner Riggs and seconded by Commissioner Riggs to approve the project based on modified conditions (4:1, Multari dissenting).

COMMENT AND DISCUSSION:

2.    Staff

a.  Doug Davidson provided the Agenda Forecast.

3.        Commission

The Commission discussed having another presentation about affordable housing, density in Santa Barbara.

They also discussed a letter from Sean McNabb regarding the Mission Estates project at the end of Lawrence Drive.  Doug Davidson stated that final approval for occupancy would not be granted until all issues and conditions of approval have been satisfied.

ADJOURNMENT:  Meeting adjourned at 9:30.
