Planning Commission Meeting Update

October 9, 2013                      Wednesday                             6:00 p.m.

CALL TO ORDER/PLEDGE OF ALLEGIANCE

ROLL CALL:      Commissioners Ronald Malak, Michael Multari, William Riggs, Charles Stevenson, Vice-Chairperson John Larson, and Chairperson Michael Draze

                      Commissioner John Fowler was absent.

ACCEPTANCE OF AGENDA:  Accepted

MINUTES:  Minutes of September 25, 2013, were approved with minor edits.

PUBLIC COMMENT:  None

PUBLIC HEARINGS:

1.     1265 Mill Street.  AP-PC 136-13:  Appeal of the Community Development Director’s decision to deny an appeal of a Notice to Correct a Code Violation for operating a vacation rental including a categorical exemption; R-2-H zone; Sky Bergman, applicant and appellant.  (Doug Davidson)

RECOMMENDATION:  Deny the appeal based on findings that the use is a vacation rental and that vacation rentals are not allowed in the City under the Municipal Code.

ACTION:  Moved by Commissioner Multari, seconded by Commissioner Stevenson to deny the appeal (5:1, Riggs dissenting).

2.     1635 Lizzie Court.  GPI/ER 140-13:  Review of Reservoir Canyon Natural Reserve Conservation Plan and proposed Mitigated Negative Declaration; R-1-S zone; City of San Luis Obispo, applicant.  (Continued from September 25, 2013, Planning Commission Meeting)  (Bob Hill)

RECOMMENDATION:  Review draft Reservoir Canyon Natural Reserve Conservation Plan and Initial Study, and recommend to the City Council that the Plan and Mitigated Negative Declaration be adopted as presented, or as amended.

ACTION:  Moved by Commissioner Stevenson, seconded by Commissioner Riggs, to recommend adoption of the Plan and Mitigated Negative Declaration as amended (6:0).
