MINUTES:
Minutes of July 13, 2005, and July 27, 2005. Approve or amend.

1267 Pismo Street. AP – PC 130-05 Review of an appeal of the
hearing Officer’s decision to deny a request for a home occupation for
a massage therapist; R-2 zone; Darcy McKinney, applicant.
On
a motion by Commissioner Loh, seconded by Commissioner Christianson,
the Commission voted 5-1 to approve a use permit allowing a home
occupation for massage therapy. Discussion focused on parking and
compatibility with adjacent residential uses. Commissioner Carter, who
gave the dissenting vote, stated that the massage therapy business
would generate frequent customer access. Ultimately, the Commission
found that the home occupation would have no greater impact on
on-street parking than would other possible residential uses of the
site and is compatible with the surrounding neighborhood.
On
a second motion by Commissioner Loh, seconded by Commr. Christianson,
the Planning Commission voted 5-1 to direct the Community Development
Department to inform the Public Works Department that residents near
the Pismo Street and Johnson Avenue area are concerned by the lack of
on-street parking. Chairperson Boswell gave the dissenting vote but
did not provide an explanation.
