ACCEPTANCE OF AGENDA:
The order of the agenda was not modified.

There was no public comment other than on regular agenda items.
PUBLIC HEARINGS:

U 12-05; Request to allow a mixed use project; C-S-M zone; Peoples
Self Help Housing, applicant.

On
a motion by Commissioner Aiken, seconded by Commissioner Christianson,
the Commission voted 6-0 to approve a use permit allowing a mixed-use
project with 28 dwellings and 3,036 square feet of commercial floor
area at the site. Discussion focused on project compatibility with
adjacent residential uses, appropriate uses for the commercial space
to ensure on-going compatibility between commercial and residential
tenants, and noise mitigation requirements for the residential
component of the project. Ultimately, Condition No. 5 of the Draft
Resolution was modified to provide some flexibility to the forced-air
requirement included in the Noise Study provided by the applicant.
Public testimony was received from Dorris Cleverl.y, an adjacent
neighbor, who expressed concern about potential noise impacts
generated by the project.
