Planning Commission Meeting Update

July 24, 2013                         Wednesday                             6:00 p.m.

CALL TO ORDER/PLEDGE OF ALLEGIANCE 

ROLL CALL:      Commissioners John Fowler, John Larson, Michael Multari, Charles Stevenson, Vacant position, and Vice-Chairperson Eric Meyer

                       Chairperson Michael Draze was absent.

ACCEPTANCE OF AGENDA:  Agenda was accepted as presented.

MINUTES:  Minutes of June 26, 2013, were approved as presented.

PUBLIC COMMENT:  Eugene Jud presented Eric Meyer a metal bike sculpture to commemorate Vice-Chair Meyer’s last meeting on the City Planning Commission.

PUBLIC HEARINGS:

1.    276 Tank Farm Road.  ER 92-08:  Introduction and review of the Draft EIR for the Chevron Tank Farm remediation and development project; Chevron Corporation, applicant.  (Phil Dunsmore)

RECOMMENDATION:  Receive public and Commission testimony regarding the environmental evaluation, identified environmental impacts, and potential mitigations for the Chevron remediation and development project Draft EIR.

ACTION:  Staff received testimony from 15 members of the public and five Planning Commissioners regarding the environmental evaluation, identified environmental impacts, and potential mitigations for the Chevron remediation and development project Draft EIR.

2.     City-Wide.  GPI 15-12:  Land Use and Circulation Elements Update:  Study session to review and discuss Task Force recommended Land Use and Circulation alternatives for the Land Use and Circulation Elements update; City of San Luis Obispo – Community Development Dept., applicant.  (Kim Murry)

RECOMMENDATION:  Review land use and circulation alternatives endorsed for further evaluation by the Task Force for the Land Use and Circulation Elements update and provide input and revisions as appropriate.

ACTION:  For the Foothill Area, moved by Multari/Stevenson to support the TF-LUCE recommendations for sites 1-3, 2-3, B-3, A, D, and C-4 with policy direction regarding height and parking for site B-4 and to address flexibility for site C-4 in configuration and dimension of park.  (5:0).

ACTION:  For the Monterey/Downtown/Mid-Higuera Area, moved by Multari/ Fowler to support the TF-LUCE recommendations for sites 3-2, 4-2, 5-3, 6-2, and 8-3.  (5:0).

ACTION:  For the Monterey/Downtown/Mid-Higuera Area, moved by Multari/ Stevenson to support the TF-LUCE recommendations for 7-3 with policy direction regarding outcomes desired and the nature and phasing of treatment for the area.  (5:0).

ACTION:  For the Monterey/Downtown/Mid-Higuera Area, moved by Multari/ Stevenson to support the TF-LUCE recommendations for sites E, F, G; and H-3 with policy discussion to address circulation options, more public open space uses to serve as a gateway, and supporting uses compatible with a conference center. (5:0).

ACTION:  Moved by Multari/Stevenson to continue the agenda item to August 14, 2013.  (5:0). 

COMMENT AND DISCUSSION:

3.     Staff

a.  Agenda Forecast – Staff provided an agenda forecast for August 14th and August 28th.

4.     Commission – On a motion by Stevenson/Meyer, the Commission acted to appoint Mike Multari as the Planning Commission appointee to the TF-LUCE Committee.  (5:0)

ADJOURNMENT

The meeting adjourned at 9:55 p.m.
