CALL TO ORDER/PLEDGE OF ALLEGIANCE
ROLL CALL:
Commissioners Carlyn Christianson, Alice Loh, Andrea Miller, Orval
Osborne, Andrew Carter, Chairperson Michael Boswell and Vice-Chair Jim
Aiken. All members were present.
STAFF:
Michael Draze, Deputy Community Development Director; Dr. Neil Havlik,
Natural Resources Manager; John Moss, Utilities Department Director;
Jeff Hook, Senior Planner.
ACCEPTANCE OF AGENDA:
The Agenda was modified to address Public
Hearing item 2 before Public Hearing item 1.
PUBLIC COMMENT:
Jodee Bennett, representing ECOSLO, thanked staff for preparing the
review draft of possible changes to the Open Space Element and
requested that the Planning Commission defer the discussion of the
chapter on Natural Communities in the COSE to the same meeting at
which the Chapter on Open Space was discussed.

On
a 7-0 vote, the Planning Commission continued consideration of this
item to its June 22, 2005 meeting with direction to staff. The
Commission directed that the Natural Communities chapter be discussed
at the same meeting as Open Space and that the date of that meeting
would be decided on June 22nd. Four members of the public
commented on the Draft Conservation and Open Space Element (COSE), and
Commissioners reviewed written comments submitted by Don Dollar.
After establishing “protocol” for the conduct of its review, the
Commission discussed chapters on Air Quality, Water Quality, and
Native Minerals, focusing on specific policies and programs.
Commissioners asked staff for clarification or additional background
information and revised several draft policies and programs.
Commissioners asked staff to provide the Commission with copies of the
CHC “Whitepaper” and to provide additional information on City Water
Conserving Landscape Standards, Community Design Guidelines re:
landscape standards, and on “natural fertilizers” and proper
application rates. Chairperson Boswell submitted a list of additional
policies or programs on water quality to be included with the Draft
COSE. The Commission’s revisions will be incorporated into a
Planning Commission Draft and return for Commission action after the
chapter-by-chapter review is complete. The City Council is expected
to review the COSE later this year.
2. Open
Space.
GPC 47-05: Review of a proposed conservation easement, on a 30 acre
portion of the Boysen Ranch property, on Foothill Boulevard between
Los Osos Valley Road and O’Connor Way, and its conformity with the
City’s General Plan; City of San Luis Obispo, applicant.

Staff explained the proposed conservation easement and how the area
would be used and managed. After discussion by the Commission
including issues of fencing the easement area, the Planning Commission
unanimously determined that the proposed acquisition by gift of a
conservation easement over this portion of the Boysen Ranch conforms
with the City General Plan.

The meeting ADJOURNED to the regular meeting of the Planning
Commission scheduled for Wednesday, May 11, 2005, at 7:00 p.m. in the
Council Chamber of City Hall, 990 Palm Street. |
