CALL TO ORDER/PLEDGE OF ALLEGIANCE

ACCEPTANCE OF AGENDA:
The agenda was accepted as written.
PUBLIC COMMENT:
There were no public comments on non-agenda items.
PUBLIC HEARINGS:

GPI 49-06: An introduction to the South Broad Street Corridor Plan;
City of San Luis Obispo, applicant. (Jeff
Hook)
The South Broad Street Corridor planning effort was introduced with
the explanation that this presentation is intended as background for
future, more detailed presentations and no action or comments on the
Draft Plan are necessary at this meeting; the Commission should
review the tentative plan review strategy and suggest changes, as
appropriate. Jeff Hook explained how the City’s grant received from
Caltrans is allowing the plan to proceed and how it will use form
based codes.
Chuck Crotser, Jennifer Metz, and Jeff Lambert, focus group members,
expressed enthusiasm with the Broad Street Corridor Plan and the
future changes. Concerns were noted regarding form based codes, the
project review process associated with form-based codes, potential
traffic problems, and the future of mixed-use housing.
It
was the consensus of the Commission that the ARC and CHC should review
the Plan with the form based codes before the Planning Commission
discusses this part of the plan in detail. The Commission did
feel the upcoming schedule was aggressive but endorsed the recommended
review strategy with form based codes to be introduced at the May 9th
meeting.
The Commission endorsed the schedule for review of South Broad Street
Corridor Plan as follows: May 9th: Review and
comment on project goals and objectives, Circulation and overall Land
Use Plans and supporting information; Introduce form based code
concept. May 23rd: Review and comment on Economic,
Form-based code and urban design sections (after ARC review – request
ARC members to attend and participate in discussion). June 13th:
Complete plan review, consider the environmental determination, take
action on the project.
