Commission Meeting Update

1. City-Wide.
GPA 149-98: Update and combine Conservation and Open Space Elements,
amend several other GP elements, and environmental review; City of San
Luis Obispo, applicant.

Jeff Hook and Michael Draze presented the staff report and summarized
changes in the March 2005 Draft Conservation and Open Space Element (COSE)
made in response to the Commission’s direction from the fall 2004
public workshops. In general, Commission members liked the new draft
and felt it was going in the right direction. Twelve persons spoke on
the item, several emphasizing the need to make policy changes in the
Open Space and Land Use Elements as clear and as easy to follow as
possible, and the need to maintain strong environmental protections.
Some audience members complemented the City on the draft’s new focus
on sustainable technology in energy, materials, and construction, and
felt that the March 2005 Draft was an improvement over the August 2002
version. Some speakers voiced concerns about possible changes to the
range of “passive” recreation uses allowed in open space areas and
stressed the need to define recreation and open space terms clearly
and consistently.
Commissioners acknowledged the need to clearly define terms with
regard to “active” and “passive” recreation. Individually,
Commissioners then provided both general and specific comments on
additional changes they’d like to see in the Draft. Commissioners
agreed they needed to review the Draft in detail and decided to the
divide the Draft into three sections to be reviewed at three
Commission meetings, starting with Chapters on Air, Cultural Heritage,
Native Minerals, Natural Communities, and Water at the first meeting.
On a motion by Commissioner Osborne, seconded by Commissioner Boswell,
the Commission voted 7-0 to continue the item to the regular meeting
of April 27,2005.

The meeting ADJOURNED to the regular meeting of the Planning
Commission scheduled for Wednesday April 13, 2005, at 7:00 p.m. in the
Council Chamber of City Hall, 990 Palm Street. |
