Commission Meeting Update

CALL TO ORDER/PLEDGE OF ALLEGIANCE
ROLL CALL:
Commissioners Carlyn Christianson, Jim Aiken, Alice Loh, Andrea
Miller, Orval Osborne, Vice-Chair Michael Boswell, and Chairperson
James Caruso.
All Commissioners were present.
ACCEPTANCE OF AGENDA:
The agenda was accepted as written.
MINUTES:
The minutes of February 9th and February 23rd,
2005, were approved with minor changes.
PUBLIC COMMENT:
There were no members of the public who addressed the
Commission.
PUBLIC HEARINGS:
1. Airport
Area.
SP 116-98: Review of the draft Airport Area Specific Plan, a planning
document that would establish policies and standards for development,
conservation, utilities and public facilities financing for 1000 acres
of land along the City's southern limits; City of San Luis Obispo,
applicant.
The Commission heard a report on the proposed Airport Area Specific
Plan, which was prepared and presented by several staff members.
Public testimony was provided by approximately 12 people with an
interest in the project, including area residents, business owners,
property owners and their representatives, and County staff. The
Commission asked questions of staff and the public and reviewed the
correspondence that had been submitted in writing during the week
leading up to the meeting. After some discussion, the Commission
continued consideration of the AASP to the April 13, 2005, Planning
Commission regular meeting. As part of their action to continue the
project, the Commission asked staff to provide further analysis of
five main issues.
1. Evaluate land use designation changes proposed as
part of the public testimony.
2. Investigate County and City coordination of
design standards for Tank Farm Road.
3. Evaluate Unocal and Regional Airport concerns
regarding annexation and implications of leaving them out of the
Specific Plan.
4. Review proposed changes to Table 4.3, the matrix
of allowed uses for the Airport Area.
5. Provide a chart to illustrate the differences in
land area between the various project alternatives evaluated in the
EIR.

Commissioner Miller discussed the Vision 2050 workshops held by SLOCOG,
which she attended.
The meeting ADJOURNED at 10:30 to the regular meeting of
the Planning Commission scheduled for Wednesday March 23, 2005, at
7:00 p.m. in the Council Chamber of City Hall, 990 Palm Street. |
