ACCEPTANCE OF AGENDA:
Agenda was accepted as presented.
MINUTES:
Minutes of January 14, 2009, were approved as modified.
PUBLIC COMMENT: None.
PUBLIC HEARINGS:
Chairperson Stevenson declared a potential conflict of interest for
the public hearing item and left the meeting at 7:10 p.m.

GPI 49-06: Review the initial environmental study and Draft Traffic
Impact Analysis Report for the Draft South Broad Street Corridor
Plan; City of San Luis Obispo, applicant.

Jeff Hook presented the staff report. He provided a brief history
of the plan’s development and then focused on the traffic study
results and recommendations. He noted that the draft initial
environmental study was being reviewed in-house and not yet
available for Commission review. Don Druse and Arun Gajendran,
traffic consultants from Rick Engineering were present to answer
questions regarding methodology and evaluation of the traffic
impacts for the proposed area plan. Tim Bochum provided additional
input regarding City policies and circulation improvement efforts.
The Planning Commission asked for clarification of several items
related to cut-through traffic in the adjoining neighborhoods,
signalization, traffic calming, cost of improvements, and the
possibility of street roundabouts.
Public comments were provided by Gail Hill, a resident of the
Stoneridge neighborhood; Janna Nichols, a resident on Lawrence
Drive; Benjamin Peters who represented concerns regarding the Broad
Street area north of South Street; Kurt Collins, principal of
Hawthorne School; Doug Highland, a Woodbridge resident and South
Broad Street Corridor Focus Group member; and Elaine Thurgood, a
resident on Broad Street and a Focus Group member. Public comments
related to safety concerns, loss of parking due to traffic calming,
access from local streets onto Broad Street, cut-through
neighborhood traffic, and inclusion of street improvements along
Broad Street north of South Street.
The Commission discussed the issues raised through the public
comments and continued the item to a date uncertain with direction
to staff to address the area north of South Street on Broad and
further evaluate signal location alternatives, traffic calming
techniques for the Meadow Park neighborhood, and make corrections
and clarifications in the Traffic Impact Analysis, as noted during
the meeting.

Forecast –
Staff provided a brief forecast of the two items scheduled for the
February 11th meeting.

Revised
Planning Commission Bylaws –
Staff explained the
bylaw amendment recommendation. On a motion by Commissioner Draze,
seconded by Commissioner Meyer, the Commission voted 6:0 (Stevenson
absent) to recommend approval of the revised Planning Commission
Bylaws.

Commission –
Commissioner Boswell questioned the number of items on upcoming
agendas and asked for status of the Land Use and Circulation
Elements update. Staff indicated that a work program and
information about the General Plan update project had been presented
to the Council and the Planning Commission. The amount of time and
money devoted to this effort will be dependent upon whether the City
Council adopts this as a Major City Goal in the financial plan
process. The Council will discuss and adopt draft Major City Goals
at an all-day meeting on Saturday, January 31, 2009, and staff will
provide an update after goals are identified.
