Planning Commission Meeting Update

January 26, 2011                  Wednesday                             6:00 p.m.

CALL TO ORDER/PLEDGE OF ALLEGIANCE

ROLL CALL:      Commissioners, Michael Draze, Eric Meyer, Airlin Singewald, Charles Stevenson, Vice-Chairperson, and Chairperson Michael Multari

                            Commissioners Boswell  and Whittlesey were absent. 

ACCEPTANCE OF AGENDA: Accepted 

MINUTES:  Minutes of January 12, 2011, were approved as submitted.   

PUBLIC COMMENT:  None 

PUBLIC HEARINGS:

1.     190 Santa Rosa Street.  U/ER 14-10:  Use permit and environmental review for development of a new skate park at Santa Rosa Park; PF zone; City of San Luis Obispo – Public Works Department, applicant.  (Pam Ricci) 

RECOMMENDATION:  Adopt the Draft Resolution granting final approval to the use permit, based on findings and subject to mitigation measures and conditions. 

ACTION:  Moved by Commissioner Stevenson, seconded by Commissioner Draze to approve the use permit, based on findings and subject to modified mitigation measures and conditions (5:0). 

2.     313 South Street.  GP/R/ER 35-10:  Request to modify the zoning map for the site from M, Manufacturing, to R-4, High-Density Residential, and amend the Land Use Element map from Services and Manufacturing to High-Density Residential and environmental review; M zone; ROEM Development Corp., applicant.  (Pam Ricci)

RECOMMENDATION: Adopt the Planning Commission Resolution recommending that the City Council change the zoning map for the site from M, Manufacturing, to R-4, High-Density Residential, and amend the Land Use Element map from Services and Manufacturing to High-Density Residential and approve the Negative Declaration. 

ACTION:  Moved by Commissioner Stevenson, seconded by Commissioner Singewald to recommend approval of the Zone change from M, Manufacturing, to R-4, High-Density Residential, amend the Land Use Element map from Services and Manufacturing to High-Density Residential, approve the Negative Declaration, and the density bonus, including the exception to the height limit as an affordable housing incentive (5:0).

ACTION:  Moved by Commissioner Stevenson, seconded by Commissioner Draze, to recommend to the Architectural Review Commission that refined site plan Alternative E is preferred and encourage a reduced front yard setback and moving the pathway to the south to increase open space (5:0).

COMMENT AND DISCUSSION:

a.  Agenda Forecast – The next regularly-scheduled meeting of February 9th has been cancelled. 

4.    Commission – None 

ADJOURNMENT -  Meeting adjourned at 7:35 p.m.
