Planning Commission Meeting Update

   January 12, 2005                 Wednesday                                7:00 p.m.

CALL TO ORDER/PLEDGE OF ALLEGIANCE

ROLL CALL:      Commissioners Carlyn Christianson, Jim Aiken, Alice Loh, Andrea Miller, Orval Osborne, Vice-Chair Michael Boswell, and Chairperson James Caruso.

Commissioner Loh was absent.

ACCEPTANCE OF AGENDA:

The Commission approved the agenda as written.

MINUTES: Minutes of December 1 and December 8, 2004, were approved as submitted.

PUBLIC COMMENT: 

There was no public comment.

PUBLIC HEARINGS:

1.  1697 Sydney Street.  AP-PC 190-04: Appeal of Hearing Officer’s approval of a fence height exception with certain conditions; R-1 zone; Steve Barasch, applicant. (Pam Ricci)

This item was continued to the February 23, 2005, regular meeting, to allow the applicant/appellant to be present for the hearing.

2.  11175 Los Osos Valley Road. U 105-04: Request to allow installation of 60-foot Mono Pine, cables and associated equipment; PF zone; Sprint PCS, applicant. (Tyler Corey)

Following a brief discussion, and on a motion by Commissioner Miller, seconded by Commissioner Osborne, the Commission voted 6-0 to approve the use permit, based on findings and subject to conditions and code requirements. There was no public comment on the item. 

3.  1000 Fernandez Road. GPI and ER 236-04: Review of Conservation Plan for the Cerro San Luis Natural Reserve, and environmental review; C/OS-20-SP; City of San Luis Obispo, applicant. (Neil Havlik)

Natural Resources Manager Neil Havlik presented the staff report requesting that the Planning Commission recommend to the City Council that the Conservation Plan and environmental documentation be approved.  He described the proposed project, and outlined the activities that the Plan would direct at the 118 acre site. Several citizens spoke on the value of the “M” on the hillside and its importance to Mission College Preparatory School.There were several comments and questions from Commissioners. It was moved by Commissioner Boswell and seconded by Commissioner Christianson that the Commission recommend approval of the Conservation Plan and environmental documentation to the City Council as presented to the Commission, with the addition of a recommendation to form a  task to work with Cal Trans to improve non-motor vehicle access to the Fernandez Road access to the Reserve from the intersection of Marsh and Higuera Streets.  The motion passed unanimously.

Upcoming meetings were discussed including the cancellation of the January 26th meeting and a special joint meeting with the ARC on February 9, 2005 to discuss Form Based Planning Principles.

5.        Commission

A.     Planning Commission Accomplishments for 2004.

The Commission discussed the draft list of accomplishments and made one addition to forward to the city Clerk

ADJOURN to the regular meeting of the Planning Commission and joint meeting with the Architectural Review Commission scheduled for Wednesday February 9, 2005, at 6:00 p.m. in the Council Chamber of City Hall, 990 Palm Street.
