Cultural Heritage Committee Meeting Update

October 28, 2013                         Monday                                           5:30 p.m.

ROLL CALL:   Committee Members Thom Brajkovich, Jaime Hill, Patti Taylor,Victoria Wood, and Vice-Chair Hemalata Dandekar

                        Chair Bob Pavlik and Committee Member Sandy Baer were    absent.

 STAFF:               Senior Planner Phil Dunsmore, Natural Resources Manager Bob
                       Hill, and Recording Secretary Shelly Mattocks

PUBLIC COMMENT:  There was no public comment.

ACCEPTANCE OF AGENDA:  Agenda was accepted as proposed.

MINUTES:  Minutes of September 23, 2013, were approved as written.

PUBLIC HEARING ITEMS:

1.     772 Palm Street.  ARC 131-13; Review of proposed classroom building and administrative office for Old Mission School in the Downtown Historic District; R-4-H zone; Tina Ballantyne, Old Mission School, applicant.  (Brian Leveille)

RECOMMENDATION:  Recommend the Architectural Review Commission approve the project based on findings and subject to conditions of approval.

ACTION:  Moved by Hill /Taylor to approve as recommended (5:0).

2.     1590 Lizzie Street.  CHC 170-13; Review of La Loma Adobe property for incorporation into the Reservoir Canyon Conservation Plan; R-1 zone; City of San Luis Obispo, applicant.  (Phil Dunsmore)

RECOMMENDATION:  Recommend to the City Council that La Loma adobe be included in the Reservoir Canyon Natural Reserve by adoption of the Reservoir Canyon Reserve Conservation Plan.

ACTION:  Moved by Hill/Taylor to recommend to the City Council that La Loma adobe be included in the Reservoir Canyon Natural Reserve by adoption of the Reservoir Canyon Natural Reserve Conservation Plan with amendments to include historical background information of the adobe into the plan and to require further historical analysis of the adobe prior to adopting a land use plan or implementing a project at the site (5:0).

The Committee recommended that staff reports provide refined information to clarify the purview of the CHC when reviewing projects.
