Cultural Heritage Committee Meeting Update

June 27, 2011                               Monday                                           5:30 p.m.

ROLL CALL:      Committee Members Hemalata Dandekar, John Fowler, Jaime Hill, Buzz Kalkowski, Bob Pavlik, Vice-Chair Enrica Costello, and Chair Jeff Oliveira

                       Committee Member Hill arrived at 5:45 p.m. and Committee members Fowler and Dandekar were absent.

STAFF:                Phil Dunsmore, Senior Planner

PUBLIC COMMENT:  Paul Rys discussed the implications to historic properties as a result of the existing water and sewer rate structure.  Mr. Rys asked the CHC to place the item on the agenda for a future hearing.  Staff mentioned that this matter will be accommodated at a future Council hearing since rates are a Council issue.  The CHC asked staff to place the item on a future CHC agenda to determine if there are potential impacts to historic resources.

MINUTES:  Minutes of May 23, 2011, were approved as amended

PUBLIC HEARING ITEMS:

1.     1590 Lizzie Street.  CHC 52-11; Review of revised stabilization plans of exterior walls and foundation of La Loma Adobe structure; R-1 zone; City of San Luis Obispo, applicant.  (Phil Dunsmore)

RECOMMENDATION:  Confirm that the stabilization plans for the La Loma Adobe are consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties and the City's Historic Preservation Ordinance and Program Guidelines, with details and materials to be approved by the Community Development Director.

ACTION:  Moved by Hill/Kalkowski to confirm that the stabilization plans for the La Loma Adobe are consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties and the City's Historic Preservation Program Guidelines subject to a condition that staff returns with a progress update when construction is under way (5:0).

2.     City-Wide.  CHC 48-11; Continued study session to review draft program for updating the City's Historic Resource Inventory; City of San Luis Obispo, applicant. (Phil Dunsmore)

RECOMMENDATION:  Receive public and Committee testimony, further define subcommittee assignments, define an outreach program, and continue the item to the regular July CHC meeting.

ACTION:  Moved by Costello/Kalkowski to continue to the regular July meeting (5:0).

Staff provided an agenda forecast for the July meeting.

4.    Committee

Committee Member Kalkowski discussed the potential historic status of a residence constructed in the 1950's near Cal Poly.
