Cultural Heritage Committee Action Update

October 24, 2005                       Monday                                5:30p.m.

ROLL CALL:      Chairperson Chuck Crotser, Vice-Chair Barbara Breska, Sandy Baer, Dan Carpenter, Robert Pavlik, Lynne Landwehr, and Tom Wheeler. 

                        Committee members Wheeler and Baer were absent. 

STAFF:                Michael Codron, Associate Planner; Michael Draze, Deputy Community Development Director; Jeff Hook, Senior Planner  

The City Clerk swore in new committee member Dan Carpenter who was welcomed by the CHC and staff. 

PUBLIC COMMENT:   

Mary Andrews, 1153 Islay Street, submitted a map of her neighborhood and asked the Committee to consider an expansion of the Old Town Historic District and the Railroad Historic District. 

Bill Statler, City Finance Director, presented information on the City’s proposed sales tax increase. 

PUBLIC HEARING ITEM: 

1.        667 and 699 Monterey Street:  ARC 169-05;  Review of a Historic Resource Inventory and Initial Structure Evaluation for the Leitcher Apartment Building, and preliminary review of a proposal to relocate the historic building from 667 Monterey Street to 699 Monterey Street; O-H zone; Sheer Edge Development, applicant.  (Michael  Codron) 

Tthe Committee accepted the Historic Resource Inventory and Initial Structure Evaluation for the Leitcher Apartments included with the agenda report and directed staff to use the Inventory and Evaluation, along with all other available resources, as the basis for evaluating the project's historical and archeological resources impacts.  This evaluation will occur as part of an Initial Study of Environmental Impact, which shall be referred to the CHC before its approval by the Community Development Director.  The CHC shall review a draft of the Initial Study and  make a recommendation to the Director as to its adequacy before any conclusion is made regarding the appropriate level of environmental review (e.g. Mitigated Negative Declaration or Environmental Impact Report). 

2.        Request for CHC sponsorship of a historic home tour, “Deliveries ‘Round the Back”, requested by Heritage Shared as a benefit for history education in San Luis Obispo, Cultural Heritage Committee, applicant.  (Jeff Hook) 

The Committee endorsed City sponsorship of the historic home tour, “Deliveries ‘Round the Back.” 

3.  Consideration of citizen request to review and possibly revise the Old Town and Railroad Historic District boundaries.  (Jeff Hook) 

The directed staff to begin the Citywide historic inventory, including those areas identified in the citizen’s request under Public Comments.  

4.    City-Wide,   CHC 94-04:  Preparation of a city-wide resource   survey; Cultural   Heritage Committee, applicant. (Jeff Hook) 

Jeff Hook noted that the City had hired a part-time, temporary planning intern to assist with the Citywide historic resources inventory, and that the new intern, Arleen Cardenas, would attend the November CHC meeting.  Committee members unanimously continued this item to the November meeting. 

5.    Communications: 

a.        Agenda Forecast – Staff:  Advisory Body Chairpersons training on Wednesday, October 19th, 5:30 – 7 p.m. in Council Hearing Room. 

Chairperson Crotser summarized the meeting and encouraged members to check out the City Attorney’s PowerPoint presentation that was distributed to all CHC members. 

b.        Committee:  Mayor’s Quarterly Luncheon on October 13, 2005         

 Chairperson Crotser summarized the results of the Mayor’s Quarterly Luncheon. 

c.  Jeff Hook reminded Committee members to contact staff before a CHC meeting ensure the Committee has a quorum to conduct business and take action on public if they expected to arrive late or could not attend the meeting.  This is important to hearing items.
