Architectural Review Commission Meeting Update
Regular Meeting

October 3, 2005                            Monday                                 5:00 p.m.

ROLL CALL:      Commrs. Allen Root, Jim Lopes, David Smith, Greg Wilhelm, Charles Stevenson, Vice-Chair Michael Boudreau, and Chairperson Zeljka Howard 

Commissioner Stevenson was absent 

ACCEPTANCE OF AGENDA: Commissioners or staff may modify the order of items. 

Agenda was accepted as proposed 

PUBLIC HEARINGS: 

1.        2570 Flora Street.   ARC 144-04;   Review of two new homes on a sensitive site; R-1 zone; Flora Street Townhomes Associates, applicant.  (continued from August 15, 2005)  (Tyler Corey) 

Following a brief presentation by staff describing how the applicant modified the project to comply with the requests of the ARC, Commissioner Smith motioned to approve the project with findings and conditions as recommended by staff. Commissioner Boudreau seconded the motion and a brief discussion about the project details followed. On a 6-0 vote the Commission approved the project. 

2.        303 Del Mar Court.  ARC MI 146-05;  Review of a new single-family home on a sensitive site; R-1 zone; Thomas Schoff, applicant. (Phil Dunsmore) 

Items 2 and 3 were heard at the same time; see details below. 

3.        307 Del Mar Court.  ARC MI 147-05;  Review of a new single-family home on a sensitive site; R-1 zone; Thomas Schoff, applicant.  (Phil Dunsmore) 

Since both 307 and 303 Del Mar Court are projects from the same applicant on an adjoining property, staff presented the projects as a single item. Staff’s presentation highlighted the neighborhood concerns and reminded the ARC about General Plan policies that guide infill development. A recommendation by staff to continue the item to a date uncertain to consider project changes was followed by extensive public testimony which included approximately 12 neighbors opposing the project. Commissioners felt that the applicant needed to discuss the project with the neighborhood and address neighborhood concerns before returning to the Commission.  

On a 6-0 vote, the ARC continued the item to a date uncertain with the following direction to the applicant: 

1.        Meet with the neighbors to identify and incorporate changes to the project to help ensure neighborhood compatibility. 

2.        Produce an integrated site plan that includes both houses, includes all driveway improvements, and looks at techniques to improve safety at the driveway approach to the site because of the street curvature and limited sight distance. 

3.        Verify the floor area of each residence and reduce the size of each residence for compatibility with the neighborhood. 

4.        Provide for a comprehensive landscape plan that includes shrubs and trees for screening as well as identifies any fencing or walls.  

5.        Identify a plan for trash enclosures and on-site trash pickup services. 

6.        The site plan should accommodate (and clearly show) the driveway that currently encroaches onto the property from the adjacent property to the north.  

7.        Design a driveway that allows vehicles to exit the site in a forward manner with 2 turning maneuvers or less. 

8.        Provide a comprehensive drainage plan that is in compliance with the City’s Waterways Management Plan and Drainage Design Manual.
