Architectural Review Commission Meeting Update
Regular Meeting


June 18, 2012                              Monday                                     5:00 p.m.

ROLL CALL:      Commrs. Ken Curtis, Suzan Ehdaie, Steven Hopkins, Anthony Palazzo, Greg Wynn, Vice-Chair Michelle McCovey-Good, and Chairperson Jim Duffy 

All of the Commissioners were present. 

ACCEPTANCE OF AGENDA: Agenda was accepted. 

MINUTES:  Minutes of June 4, 2012 - were approved. 

PUBLIC COMMENT: 

There was no public comment other than on regular agenda items. 

PUBLIC HEARINGS: 

1.     1340 Taft Street.  ARC 50-09; Review of a mixed use project with retail space and residential units; C-N zone; Icon at SLO, applicant.  (Pam Ricci) 

RECOMMENDATION:  Adopt the Draft Resolution, which grants final approval to the project, based on findings, and subject to conditions. 

ACTION:  Moved by Commr. Hopkins, seconded by Commr. Wynn, to adopt the resolution, which grants final approval to the project, based on findings and subject to conditions with the following modifications to conditions (5:2 - Commrs. Palazzo & Curtis voting no): 

1.  Add final sentence to Condition No. 2:  “The sloping awnings shall match the vertical metal (no corrugated siding).”

2.  Modify Condition No. 8 to add the words “and electrical” to the first sentence and to add the following final sentence: “This condition applies to initial construction and later improvements.” 

As with the last two hearings on the project, there were members of the public present both supporting and opposing the project. 

COMMENT & DISCUSSION: 

2.    Staff: 

a.  Agenda Forecast – Pam Ricci provided a forecast for upcoming agendas noting that the July 2nd meeting would be cancelled. 

3.        Commission: 

There was a general discussion about the lack of specific guidelines related to mixed-use projects in the Community Design Guidelines (CDG).  Staff pointed out that Section 5.4 was intended to apply to new multi-family projects in residential zones rather than mixed-use projects in commercial zones such as the Icon project which is zoned C-N, Neighborhood-Commercial.  However, when there is not explicit direction in the CDG on a particular project type, either general principles or provisions of similar sections are pointed out as guidance on project design.
