Architectural Review Commission Meeting Update
Regular Meeting

May 5, 2008                            Monday                                 5:00 p.m.

ROLL CALL:      Commrs. Jason Kambitsis, Zeljka Howard, Anthony Palazzo, Jim Duffy, Steven Hopkins, Vice-Chair Greg Wilhelm, and Chairperson Allen Root

 Commr. Duffy was absent. 

ACCEPTANCE OF AGENDA:   

The agenda was accepted as submitted

PUBLIC COMMENT:   

There was no public comment other than on regular agenda items. 

PUBLIC HEARINGS: 

1.        Orcutt Area Specific Plan.  SP 209-98; Review and discussion of Chapter 4, Community Design, of the Draft Orcutt Area Specific Plan; Barbara Parsons, applicant.  (Michael Codron) 

The ARC received  a presentation from staff and the applicant’s representative, Andrew Merriam, on Chapter Four of the Draft Orcutt Area Specific Plan.  The presentation included new information on views of Righetti Hill, including a visual analysis of photographs that show the edge of proposed development relative to the Urban Reserve Line.  The ARC took public testimony and discussed each section of the Chapter, recommending changes in the areas of Design Quality and Character, Community Commercial Design, Lighting, and Public Art.  The ARC’s recommendations will be forwarded to the Planning Commission for inclusion in the Planning Commission Draft of the Orcutt Area Specific Plan. 

COMMENT & DISCUSSION: 

1.           Staff: 

A. Agenda Forecast - Pam Ricci provided an agenda forecast for the upcoming          May 19th meeting.   

2.           Commission: 

A.        Minutes:  April 21, 2008 - The minutes were approved with minor amendments. 

       B.   Recent Project Review – Lessons Learned

The meeting adjourned at 7:15 p.m.
