Architectural Review Commission Meeting Update
Regular Meeting

OATH OF OFFICE:    Swearing in re-appointed Commissioner Suzan Ehdaie 

                            The oath was not administered since Commr. Ehdaie was absent.

ROLL CALL:      Commrs. Ken Curtis, Suzan Ehdaie, Steven Hopkins, Anthony Palazzo, Greg Wynn, Vice-Chair Michelle McCovey-Good, and Chairperson Jim Duffy

                        Commr. Ehdaie was absent and Commr. Hopkins arrived at 6:10 p.m.

ELECTION:        Election of Chairperson and Vice-Chairperson

                       Chairperson Duffy and Vice-Chair McCovey-Good were reappointed as Chair and Vice-Chair respectively.

ACCEPTANCE OF AGENDA:  Agenda was accepted.

MINUTES:  Minutes of March 18, 2013, were approved.

PUBLIC COMMENT:

There was no public comment other than on regular agenda items.

PUBLIC HEARINGS:

1.     120 Tank Farm Road.  ARC-C 18-13; Conceptual review of site and building design changes to the previously-approved Long-Bonetti Ranch project; M-SP zone; PB Companies, applicant.  (Marcus Carloni)

RECOMMENDATION:  Continue the project to a date uncertain with direction to staff and the applicant on items to be addressed in plans submitted for final approval.

ACTION:  Moved by Commr. Palazzo, seconded by Commr. Curtis, to continue the project to a date uncertain with direction to staff and the applicant on items to be addressed in plans submitted for final approval as recommended in the staff report with the following changes (5:0):  1) Modify Item # 11 to read:  “Consider an alternative which reorients proposed Building F to parallel Long Street with the storage yard internal to the site and screened by the building.”  2) Modify Item # 14 to read:  “Move the pedestrian access across the central parking lot to align with the entry to the historic barn.”  3) Eliminate Item # 16.  4) Modify Item # 17 to read “Revise the design of exterior elements of the building to appear as integral to the structure rather than “tacked on” features.”  5) Modify Item # 18 to read “On the proposed Tractor Supply building, add articulation to the north (side) and the east (Long Street) elevations of the building.”  6) Modify Item # 19 to read:  “Use a variety of materials within the project to articulate buildings.  A combination of smooth and precision block, along with other materials, is considered acceptable.” 7) Add new directional Item:  “Consider an alternative to the proposed site plan which retains the historic assemblage of buildings without juxtaposing the new Building B.”

2.     651 Tank Farm Road.  ARC-C 26-13; Conceptual review of building and site development plans including a four-level parking structure for MindBody; BP-SP zone; Tank Farm Office Park LLC, applicant.  (Pam Ricci)

RECOMMENDATION:  Continue the project to a date certain, May 20, 2013, with direction to staff and the applicant on items to be addressed in plans submitted for final approval.

ACTION:  Commr. Wynn and Vice-Chair McCovey-Good recused themselves due to potential conflicts of interest.  Moved by Commr. Palazzo, seconded by Commr. Hopkins to continue the project to a date certain, May 20, 2013, with direction to staff and the applicant on items to be addressed in plans submitted for final approval as recommended in the staff report with the following changes (4:0): 1) Eliminate the third sentence of Item # 5; and 2) add a directional item to provide more information on how site deliveries would be handled.

COMMENT & DISCUSSION:

3.    Staff:

a.  Agenda Forecast – Pam Ricci provided a forecast for upcoming agendas.  She reminded the ARC that the next regularly-scheduled meeting would be held on April 22nd rather than April 15th.

4.    Commission:  There were no specific communications to report.

ADJOURNMENT

The meeting adjourned at 8:00 p.m.
