Architectural Review Commission Meeting Update
Regular Meeting

March 6, 2006                            Monday                                 5:00 p.m.

ROLL CALL:      Commrs. Allen Root, Jim Lopes, David Smith, Greg Wilhelm, Charles Stevenson, Vice-Chair Michael Boudreau, and Chairman Zeljka Howard 

All commissioners were present.  

ACCEPTANCE OF AGENDA:  
Item 3 was moved up in place of item 2 at the request of Commissioner Stevenson. 

PUBLIC COMMENT:  

There was no public comment 

PUBLIC HEARINGS: 

1.   2932 Augusta Street. ARC 159-05; Review of 9 residential condos; R-4 zone; Steno- Wolf Associates, applicant. (Phil Dunsmore) 

On a motion by Wilhelm, seconded by Boudreau, the commission voted 7-0 to approve the design of the project. Commissioners discussed the location of the trash enclosure in detail and determined that the enclosure should be moved to the side of the driveway instead of in front of the units at the edge of the street. Commissioners also asked that the accent color on the trim and garage doors be reduced from a dark brown to a light brown or buckskin color. A condition to require authentic clay tiles was deleted and commissioners instead allowed for a cement roof tile with variable colors. 

2.   174 Suburban Road. ARC 200-05; Review of a new warehouse and office building; C-S-S zone; Idler & Rodgers, applicant. (Phil Dunsmore)  

On a motion by Root, seconded by Boudreau, the ARC voted 6-0 to approve the design of the new warehouse building with minor changes to the roof features. Commissioner Stevenson stepped down due to a potential conflict of interest. The condition to amend the roof features of the building included a provision to require a cupola feature to break the mass of the roof. 

3.   1386 Oceanaire Drive. ARC 4-06; Review of a proposed conversion of garage to living space; R-1 zone; Craig & Heidi McNichols, applicants. (Brian Leveille)  

On a 5-2 vote, the ARC approved the project with modifications to findings and conditions. Commissioners Howard and Stevenson voted against the motion to approve the project based on concerns with the number of bedrooms and the conversion of the side loaded garage. The conversion will result in the construction of a new front loaded garage, which includes the loss of additional parking area in the driveway. Included in the motion was a modification to finding number two, adding that the conversion is architecturally compatible with surrounding structures because there are other garages fronting the street in the immediate vicinity. Condition number one was modified by removing the requirement for revised concrete flatwork provided that appropriate potted landscaping is added along the west wall of the converted garage and landscaping is installed along the newly installed driveway. Condition number four was modified to allow the removal of the palm tree at the front of the property provided a suitable replacement tree is installed to the satisfaction of the City Arborist. Condition number five was added to note that windows and corner trim shall match the existing residence.
